Experience

Patricia Taylor Todd is a highly accredited lawyer and arbitrator bringing over two decades of experience in labor and employment law, administrative hearings, and conflict resolution. As a neutral party, she is known for her fairness, clarity, and ability to foster productive dialogue even in the most challenging disputes.

Leadership

Patricia has served in key leadership roles across New Jersey state government, including as Chief Executive Director of Diversity, Regulatory, and Legal Affairs at the Civil Service Commission and Director of Employee Relations and Development at the Department of the Treasury. 


In 20 years with the New Jersey Public Employment Relations Commission (NJPERC), she earned a strong reputation as a trusted, neutral problem-solver through mediating and adjudicating hundreds of public sector labor disputes.


Patricia currently serves as a panel arbitrator for the Paterson Public School District and the Paterson Education Association/Paterson Administrators Association (2021–present).  


She is now available for direct appointment as a labor relations mediator and arbitrator. Please note: Patricia is an elected municipal official and will disclose this status to all parties in accordance with professional ethical obligations.
